Правкомиссия РФ одобрила законопроект о ратификации конвенции Эспо

Комиссия правительства РФ по законопроектной деятельности одобрила законопроект о ратификации Конвенции об оценке воздействия на окружающую среду в трансграничном контексте (конвенция Эспо), сообщается на сайте кабинета министров.

Конвенция Европейской экономической комиссии ООН об оценке воздействия на окружающую среду в трансграничном контексте была подписана в городе Эспо (Финляндия) 25 февраля 1991 года, а протокол по стратегической экологической оценке к этой конвенции был подписан в Киеве 21 мая 2003 года.

Согласно конвенции Эспо, процедура оценки воздействия на окружающую среду (включающая публичные обсуждения) потенциально опасных проектов должна проводиться не только внутри государства, но и в сопредельных странах, которые могут быть затронуты воздействием этих объектов. Россия подписала эту конвенцию в июне 1991 года.

Кроме того, правкомиссия одобрила законопроект о присоединении к протоколу по стратегической экологической оценке к конвенции Эспо, который определяет механизм проведения стратегической экологической оценки при разработке планов, программ, стратегий развития, а также нормативных правовых актов в целях обеспечения высокого уровня охраны окружающей среды, включая здоровье населения.
